Public sectors’ specificity is that the public sector is the greatest data consumer and producer, public institutions, irrespective of their dimension and complexity, operating with a large number of projects, financing sources, heterogeneous organizational structures (public services, education units, health, artistic-cultural institution, productive sectors and of services, etc) in terms of restrictions imposed by law, business environment, relationships with citizens or insufficient funds available.

Planning, financing, budgeting and budgetary represent the base components of EMSYS system for the public sector that conditions and coordinates informational flows of all domains, ensuring a performant financial management and a rigorous control of allocated funds destination.

Budgetary process has dynamic character in time, starts from budgeting activities, projects, objectives with funds allocation on organizational structures and on expenses destinations. Correlating the budget with public acquisitions program and programs of investments, permanent coordination of income budgets with expenses budgets allowing the integration of organizations’ budgets into a unique system. This one determines increasing responsibilities in the management of funds allocated on activities and ensures a rigorous control of budgets.

Operational processes, requests/demands of material resources, financial, contracting, receptions, supplier invoices, payments, production, sales, collections etc., are permanently accompanied by stages of budgetary execution process: financing, employment, expenses liquidation, payment ordinations, payment. Instruments used in budgetary and control process, funds, organizational structures, financing sources, budgetary items, are explicitly specified on certain stages of process or implicitly positioned in accordance to system’s definitions.

Multiple projects pursued in public are tracked to comply deadlines and the framing into each budgets’ resource (material, human, services, transports and equipments).
